ACReSAL… is an acronym for Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL). The Project, which is World Bank Assisted, is a six-year Project that seeks to address several critical challenges in Northern Nigeria, namely: high poverty rate, low literacy levels, conflicts and violence, degradation of natural resources, poor agricultural productivity, climate risks, desertification, under-utilization of modern technology, and weak institutional capacity.

ACReSAL
The Project is supporting a multi-sectoral approach to desertification control and landscape management, multi-sectoral approach to livelihood and resilience, multi-sectoral approach in institutional capacity strengthening hence, the tripoidal relationship among the Ministries of Environment, Water Resources and Agriculture, which will lead to institutional strengthen.
Climate change; Nigeria is already experiencing climate variability in the form of increased temperature, rainfall, extreme weather, flood, droughts, and heat waves hence, all these make ACReSAL timely.
The ACReSAL Project aligns with the Federal Government’s determination to restore 4 million hectares of degraded land by 2030, and ACReSAL has the mandate to restore 1 million hectares out of the 4 million hectares mentioned above.
Also, the Government of Nigeria aims to take 100 million people out of poverty by 2030; and hopefully, with ACReSAL’s Community Revolving Funds (CRF), and provision of improved (high yield) seedlings to farmers, that great feat can be achieved.
The Project Development Objective (PDO) is … to increase the adoption of sustainable landscape management practices in targeted watersheds in northern Nigeria, and strengthen Nigeria’s long-term framework for integrated climate-resilient landscape management.
Why is Kogi State participating in ACReSAL?
Kogi State is participating in the ACReSAL Project as a way to effectively tackle pertinent environmental challenges in the State.
Our participation in the ACReSAL Project has opened the doors for greater interventions beyond gully erosion control and mitigation. We now have the opportunity to intervene in 3 additional gully sites.
and we also have the opportunity to tackle the challenge of water management, eco-system balancing through the rejuvenation of degraded forest reserves, and landscaping measures, climate change mitigation interventions, as well as other livelihood interventions geared towards uplifting the lives of the poorest of the poor in our dear State.
IMPLEMENTATION OF THE ACReSAL PROJECT IN KOGI STATE
The implementation of the ACReSAL Project is tripartite in nature, owing to its tripodal composition.
The ACReSAL Project is hosted by the State Ministry of Environment, whilst working hand-in-hand with the Ministries of Agriculture and Water Resources.
- The Project is headed by a Project Coordinator, Ladi Ahmed Jatto – OON. The Project Coordinator oversees the day-to-day running of the Project, and general Project implementation.
- State Steering Committee (SSC) – this Committee, which provides policy guidance for the Project is Chaired by the Hon. Commissioner for Environment, and Co-Chaired by the Hon. Commissioners for Agriculture and Water Resources, and also has Permanent Secretary level membership, while the Project Coordinator serves as Secretary of the Committee.
- State Technical Committee – this Committee is Chaired by the Permanent Secretary, Ministry of Environment, and has Director-level membership; it also has the Project Coordinator as Secretary. The Committee provides technical guidance to the State Project Management Unit (SPMU), and assists in the development of Annual Work Plans for the SPMU.
